Twice-a-week collection services will begin in Center City and South Philly on Monday, Dec. 2 from Callowhill Street to Pattison Avenue between the Schuylkill Expressway (30th Street) and Delaware Avenue. The city's Department of Sanitation says the initiative will combat illegal dumping. The program will expand to other areas in the city beginning next fall.

Zayaan Carroll, 17, has been charged with shooting and killing a 17-year-old girl at a party in Fairmount Park in the spring. Isya Stanley was one of people shot in the crossfire when Carroll and another shooter allegedly opened fired on June 14.

The popular Holiday Garden Railway at Morris Arboretum will return on Saturday, Nov. 23, a week earlier than scheduled. Other festive events for Chestnut Hill's Holidays at the Hill celebration include the lighting of the Woodmere Art Museum, a parade featuring the Phanatic and a trolley tour of houses in the neighborhood.

Pennsylvania's Senate race between Republican Dave McCormick and Democrat Bob Casey is going to a mandatory recount because the margin is less than 0.5%. McCormick leads by less than 30,000 votes. Casey has declined to concede, letting a deadline to waive his right to a recount pass.

A three-alarm fire broke out in a warehouse building on the 3000 block of Ruth Street in Kensington on Wednesday morning, Philadelphia firefighters said. The nearby Francis E. Willard School moved its students to Russell Conwell Middle School while firefighters fought the blaze. No injuries were reported. The cause of the fire is under investigation.

Holiday light show LumiNature will return to the Philadelphia Zoo starting Thursday, Nov. 21. The event will include some new attractions, including a choose-your-own-adventure experience, sweet shop and peacock display. Returning features include the Shimmer River tunnel of lights, an area with dozens of giant floating jellyfish and a 40-foot-tall glowing penguin.

'Shifting Gears,' an ABC sitcom starring Bryn Mawr native Kat Dennings, premieres Wednesday, Jan. 8 at 8 p.m., bumping 'Abbott Elementary' to a new 8:30 p.m. time slot. Dennings portrays Riley, who moves in with her estranged father (Tim Allen), the owner of a car restoration shop, with her children.

SEPTA has proposed increasing transit fares to $2.90 beginning Jan. 1, 2025, regardless of payment method. Regional Rail fares would increase to $5 to $8.75, based on zone. SEPTA also has proposed eliminating many routes and reducing frequency on others. The transit authority is seeking to eliminate a $240 million budget deficit.

PAX Unplugged returns to the Pennsylvania Convention Center from Dec. 6-8. Exhibitors will showcase their tabletop and board games, and attendees and play jubensha, a role-playing, murder-mystery game that originated in China.

If SEPTA transit workers strike Friday, some Philadelphia schools may switch to virtual instruction, district officials said. More than 55,000 students rely on subways, buses and trolleys to get to school. The city's colleges, including the University of Pennsylvania and Temple University also have contingency plans in place.
