IBEW Local 98 recently celebrated our 30th annual Scholarship Banquet at our brand new home at the Philadelphia Navy Yard. The family-focused event provides financial scholarships to the dependent children of our members for their continuing education. Local 98 values family above all else. The event also provides the current Local 98 leadership team and membership with the opportunity to thank and honor those who came before us and established this local union as one of the finest in the nation

This year’s first retired honoree was Harry Foy, our longtime former president and father of our current president, Jim Foy. Harry entered into the Local 98 apprenticeship in 1967. In his early years, he proudly served as an area foreman and steward.

He was elected to the Executive Board in 1987 and served for 18 years, 12 of which he served as E-Board chairman. Harry also served for a time as a Center City Business Agent. He was elected Local 98 President in 1996 and served continuously in the leadership post until his retirement in 2008.

As IBEW Local 98 President for 12 productive years, Harry served countless times as an IBEW Delegate to the AFL-CIO, the Philadelphia Building Trades, and most importantly, to the IBEW International Conventions. Harry prioritized fiduciary responsibility. As a result, he left the union in an outstanding financial position upon his retirement

At our Scholarship Banquet, we also paid tribute to our recently retired Financial Secretary Frannie Walsh, an officer of IBEW Local 98 for nearly 52 years. In his spare time, when he wasn’t out riding his Harley, Frannie played for many years on Local 98’s softball team. He was obligated in 1966 and, over his many years of service to Local 98, held the office of Examining Board member and Recording Secretary.

IBEW Local 98’s members - past, present and future - are the rock-solid foundation upon which this highly respected union was built and will continue to grow.
