WATCH: Pennsylvania's new car seat law has some kicking and screaming

Starting Friday, Pennsylvania will require that children under the age of two be put in a rear-facing car seat until they outgrow the height and weight recommendations of the seat set by the manufacturer.

Pennsylvania is the fourth state to adopt the more stringent safety requirement, which passed unanimously in the state Senate and by a 175-20 vote in the House. The current law does not require small children to be rear-facing in the passenger restraint system.

Police officers will dole out verbal warnings for the first year, and then issue citations with a $75 fine.

Mike Jerrick, co-host of "Good Morning Philadelphia" on Fox29, set out to demonstrate the new law, but 23-month-old Noah wasn’t having any of it — first ripping down a trimming on the car door and eventually just sliding out of the seat and escaping to the driver’s seat where he appeared to be a natural, taking over the wheel and even flashing the camera an adorable grin.
