According to Jeff McLane of the Philadelphia Inquirer, the NFL acknowledged that the clearly illegal helmet-to-helmet hit by Atlanta Falcons safety Keanu Neal on Eagles wide receiver Jordan Matthews was indeed illegal, and that a fine is expected to be forthcoming for Neal:
Doug Pederson said he got word back from the NFL and the Keanu Neal helmet to helmet hit on Jordan Matthews should have been flagged.

Originally, the officials on the field apparently ruled that Matthews' face got in the way of Neal launching himself with the crown of his helmet at thin air. The non-call on the field halted a promising Eagles drive, and resulted in a missed 55-yard field goal attempt.
